COOS BAY, Ore. -- The New Carissa is has been appearing in headlines for nearly a decade now after first off Coos Bay's North Spit in February 1999. The ship was bound for the Port of Coos Bay from the Philippines. It was only a day away from docking, but bad weather conditions coupled with poor navigational techniques from the ship's captain led to complete structural failure.
