OSP Traffic Stop Leads to Unusual Hallucinogen Drug and Marijuana, 3 Arrests - Interstate 5 near Ashland

An Oregon State Police (OSP) traffic stop Monday morning near Ashland led to the discovery of "2C-B", an unusual hallucinogenic drug, and approximately 10 lbs. of marijuana. Three people were arrested and the investigation is continued by OSP Drug Enforcement Section detectives.

On November 16, 2009 at approximately 7:20 a.m. an OSP senior trooper stopped a 1994 Honda Accord displaying Oregon license plates northbound on Interstate 5 near milepost 11 for an unlawful lane change violation. The three occupants were identified as driver PETER DAVID KRIESBERG, age 34, from Santa Cruz, California and passengers DUSTIN WILLIAM WHITE, age 28, and AMY R. VILLASTRINGHAM, age 25, both from Seattle, Washington.

Subsequent investigation led to the discovery of approximately 10 lbs. of marijuana and 1,030 tablets of an identified hallucinogenic drug called "2C-B" concealed in the car's trunk. Ten starter marijuana plants were also found hidden in the car's passenger compartment. An OSP drug detection canine assisted during the stop and discovery.

All three persons were taken into custody.

According to information from the Drug Enforcement Administration (DEA), "2C-B" is abused for its hallucinogenic effects and is sold as other hallucinogens such as MDMA (Ecstasy) and LSD." "2C-B" user population is the same as for Ecstasy and other club drugs and typically sells for $10 to $30 per tablet.

Estimated value of the seized "2C-B" is $10,000 to $30,000. Estimated value of the seized marijuana is $25,000.

KRIESBERG and WHITE were lodged in Jackson County Jail for:

* Unlawful Possession, Distribution and Manufacture of a Controlled Substance - Marijuana.
* Unlawful Possession and Distribution of a Controlled Substance - "2C-B".

VILLASTRINGHAM was cited to appear in Jackson County Circuit Court for:

* Unlawful Possession, Distribution and Manufacture of a Controlled Substance - Marijuana.

State issues public service announcements for furlough days

Radio announcements designed to reach broad audience of Oregonians

Salem - In an effort to reach more Oregonians with the news about state government's next unpaid furlough day - Friday, Nov. 27 - media outlets can now access public service announcements on the state Web site, the Oregon Department of Administrative Services (DAS) announced Monday.

"The public service announcements should help the state notify Oregonians about the furloughs and closures, especially those people who rely on radio for their news," said Lonn Hoklin, DAS Public Affairs Manager. "Radio stations can download mp3 files in English or Spanish, or print a script for announcers and immediately begin to use the spots."

The announcements serve as a reminder that most state offices will close on 10 dates during the current two-year budget period. Each day of closure will save the state approximately $2 million in personnel costs.

Joint Drug Investigation Leads to Arrest of Lebanon Man (Photo)

A Lebanon-area man was arrested last week during a traffic stop related to a joint narcotics investigation by LINT and Linn County area law enforcement agencies.

On November 10, 2009 a traffic stop was conducted on Highway 34 near Interstate 5 by the Linn County Sheriff's Office on a vehicle operated by FROYLAN MENDOZA-CORTEZ, age 42, from the same address where a search warrant was also being served at 141 Milton Street in Lebanon. The search warrant was obtained to search the vehicle, CORTEZ and the residence related to a LINT narcotics investigation.

In conjunction with the search warrant executed on the vehicle and CORTEZ, LINT detectives and Linn County Sheriff's Office seized a quantity of methamphetamine packaged for sale along with over $2,000 cash. Additional methamphetamine and other evidence were seized at the residence.

CORTEZ was lodged in the Linn County Jail for Unlawful Delivery and Unlawful Possession of Controlled Substance - Methamphetamine.

Update #2: Second Death Reported - Fatal Traffic Crash - Highway 35 north of Mt. Hood Meadows (Photos)

Oregon State Police (OSP) troopers are continuing the investigation into a Saturday morning two-vehicle fatal traffic crash on Highway 35 about five miles north of Mt. Hood Meadows. OSP has received confirmation of the death of 6-year old LETTICIA YASMIN TORRES, from Madras, Sunday night at Legacy Emanuel Hospital where she was being treated since the crash. No additional information related to this investigation is being released at this time.

According to OSP Sergeant Julie Wilcox, on November 14, 2009 at approximately 10:28 a.m. a 1992 GMC Yukon sport utility vehicle driven by JUSTIN WAYNE O'NEAL, age 16, from Battleground, Washington was southbound with two other teenagers on Highway 35 near milepost 69 on snow/ice-covered roadway conditions. The GMC Yukon was attempting to pass another vehicle when O'NEAL lost control into the path of a northbound 2002 Jeep Grand Cherokee with six occupants. The Jeep's driver, EMMANUEL TORRES, age 23, from Madras, attempted to veer to the right to avoid the GMC Yukon. Despite an attempt to avoid the GMC Yukon, the Jeep was struck in the driver's side and came to a rest in a ditch along the highway.

EMMANUEL TORRES was pronounced deceased at the scene. He was using safety restraints. The following other Jeep occupants were:

* Right front passenger (wife) MARJEAN LOUISE ALONSO, age 23, from Madras, was using safety restraints and transported by ambulance to Hood River Hospital with non-life threatening injuries.
* Middle right seat passenger (Marjean's sister) ANTONIA LYNN ALONSO, age 27, from Warm Springs, was not using safety restraints and transported by ambulance to Hood River Hospital with non-life threatening injuries.
* Middle center seat passenger (Antonia's son) ISAAC LEO REYNOSO, age 11, from Warm Springis, was not using safety restraints and transported by LifeFlight to Oregon Health Sciences University with serious injuries.
* Middle left seat passenger (victim's daughter) LETTICIA YASMIN TORRES, age 6, was transported by LifeFlight to Legacy Emanuel Hospital with serious injuries. Safety restraint use is unknown. As noted above, she died Sunday night.
* Left rear seat passenger (victim's son) JOSE DAMIAN TORRES, age 5, transported by LifeFlight to Legacy Emanuel Hospital with serious injuries. Safety restraint use is unknown.

JUSTIN O'NEAL was seriously injured and transported by ambulance to Hood River Hospital, then taken by LifeFlight to Oregon Health Sciences University. Safety restraint use is unknown.

Two passengers in the GMC are identified as:

* Right front passenger JOSH DAVID MUONIO, age 16, from Battleground, Washington was transported by ambulance to Hood River Hospital. He was only using a lap safety restraint.
* Center rear passenger JUSTIN THEODORE DAVID, age 15, from Battleground, Washington was transported by ambulance to Hood River Hospital with non-life threatening injuries. He was only using a lap safety restraint.

OSP troopers from The Dalles Area Command office are continuing the investigation.

Hood River County Sheriff's Office, Parkdale Fire Department and ODOT assisted at the scene. Highway 35 was closed about two hours.

Update #2- Missing California Found Safe in Drain (Photo)

A missing 42-year old California man was found safe Sunday after he contacted a Drain-area residence wet, cold and confused. The resident noted similarities the man had with media reports after Oregon State Police (OSP) and local law enforcement agencies started looking for him Friday. An OSP trooper is transporting the man to Mercy Medical Center in Roseburg for a medical evaluation. Family and the reporting Sonoma County, California law enforcement agencies are being notified.

JEFFREY ANDREW ENSLEY, age 42, from Santa Rosa, California was reported to be on foot in the area of Interstate 5 east of Drain on November 13, 2009 at approximately 11:00 a.m. An OSP trooper located a 1991 Honda four-door believed to be associated with ENSLEY near milepost 160. Troopers and deputies have been on the lookout for ENSLEY and news releases were sent to help locate him.

On November 15, 2009 at approximately 12:30 p.m. OSP Southern Command Center dispatch was notified by Douglas County Sheriff's Office of a report that a man matching ENLSEY's description had approached a woman at a residence in the 3900 block of Umpqua Highway. The woman called Douglas County 9-1-1 thinking the missing man was at her home.

A deputy and trooper responded and confirmed it was ENSLEY.

Update #2: Names and Photos Released - Double Fatal Traffic Crash - Highway 22 near Dallas

Oregon State Police (OSP) troopers are continuing the investigation following Sunday morning's single vehicle fatal traffic crash on Highway 22 near Dallas. The crash resulted in two deaths and four injuries, two of which are critical, and alcohol is a possible contributing factor. The following update is releasing all names.

According to OSP Senior Trooper Roger Reid, on November 15, 2009 at approximately 4:45 a.m. a 2003 Dodge Neon with six occupants was eastbound on a straight two lane stretch of Highway 22 near milepost 14. The Dodge Neon traveled onto the shoulder for about 200 yards before its male driver attempted to steer back onto the roadway and lost control. The car rolled about five times before coming to a rest on its wheels on the highway shoulder. At least three occupants including the driver were ejected.

Driver JOSE RUBEN PACHECO MEDINA, age 19, last known address in McMinnville, and 11-year old rear seat male passenger GEOBANNY ESPARZA were ejected and pronounced deceased at the scene. Neither was using safety restraints. The driver did not have a valid operator's license.

A 4-month old male infant identified as ERICK MEDINA was in an unbuckled car seat in the left rear seating area and was also ejected. The infant was transported by LifeFlight to Legacy Emanuel Hospital with critical injuries.

Twin 11-year old brother JONATHAN ESPARZA, who was also seated in the rear area was transported by ambulance to Salem Hospital then transferred by LifeFlight to Legacy Emanuel Hospital with critical injuries.

Another rear seated unrestrained 14-year old male passenger, BRANDON ESPARZA, was transported by ambulance to West Valley Hospital in Dallas with non-life threatening injuries.

The children's mother, CUZANA RUBIO RUIZ, age 38, from McMinnville, was in the right front seat and was using safety restraints. She received minor injuries and was transported by ambulance to Salem Hospital. She was treated and released.

According to family members, the infant is the child of the driver and adult female passenger.

OSP troopers from the McMinnville Area Command office are continuing the investigation. Roadway conditions were wet.

OSP was assisted at the scene by Polk County Sheriff's Office, Dallas and Rickreall fire departments, and ODOT. Highway 22 was closed about 4 1/2 hours at the scene of the crash.

No other information being released at this time.

The man was last seen late Friday morning in the area of Interstate 5 about fifteen miles south of Cottage Grove in thea area of where his vehicle was found.

JEFFREY ANDREW ENSLEY, age 42, from Santa Rosa, California was reported to be on foot in the area on November 13, 2009 at approximately 11:00 a.m. An OSP trooper located a 1991 Honda four-door believed to be associated with ENSLEY near milepost 160.

ENSLEY is described as a white male, 5'10", medium build with brown hair with a short beard. He wears glasses and was last seen wearing a black sweater and tan pants.

ENSLEY may have been picked up by a passing motorist traveling through the area. Anyone with information regarding his location is asked to call OSP Southern Command Center dispatch at (541) 776-6111.

Preliminary Information - Fatal Traffic Crash - Highway 35 north of Mt. Hood Meadows

Oregon State Police (OSP) troopers are continuing to investigate a Saturday morning two-vehicle fatal traffic crash that happened on Highway 35 about five miles north of Mt. Hood Meadows. Preliminary information indicates the crash resulted in the death of one person and injuries to eight others. The following brief release will be followed up later tonight after names and other information is confirmed.

According to OSP Sergeant Julie Wilcox, on November 14, 2009 at approximately 10:28 a.m. a GMC Yukon sport utility vehicle with 3 teenage male occupants was southbound on Highway 35 near milepost 69 on snow-covered roadway conditions. The GMC Yukon was attempting to pass another vehicle when its driver lost control in the path of a northbound Jeep Cherokee with six occupants. The Jeep's driver attempted to veer to the right to avoid the GMC Yukon, but it was struck in the driver's side. After impact the Jeep came to a stop in a ditch along the highway.

The Jeep's adult male driver was pronounced deceased at the scene. Two adult females and three children were injured. The three children were subsequently transported by LifeFlight to a Portland area hospital. The two women were transported to a Hood River hospital. Ages and sex of the children is not available for this release.

The three males in the GMC were also transported to a Hood River hospital. The male driver has reportedly also been transported by LifeFlight to Oregon Health Sciences University in Portland.

Highway 35 has been closed since the crash. Traffic updates can be monitored on ODOT's website www.tripcheck.com.

The Dalles Woman dies in Two Vehicle Crash

The Oregon State Police (OSP) is investigating a two vehicle fatality crash that occurred at 10:00 AM on 11-13-09 on Highway 197 in the Tygh Ridge area. The crash site is 18 miles south of The Dalles.

A 2002 Nissan Xterra operated by THERESA RICHEY, age 21, of The Dalles was southbound on Highway 197. RICHEY lost control on the snow covered highway and crossed into the oncoming lane striking a 1979 GMC pickup with camper. The pickup was operated by MORRIS JONES, age 75, of Gresham.

The right front passenger in the Xterra, CHERYL ANNE SCHUGT, age 55 from The Dalles, was deceased at the scene. Two other passengers in the Xterra received injuries. They were SHARIE SCHUGT, age 28, from The Dalles and THERESA RICHEY'S one month old daughter BAILEY RICHEY. THERESA RICHEY and SHARIE SCHUGT are daughters of CHERYL ANNE SCHUGT.

JONES received non-life threatening injuries.

All occupants were using safety restraints and BAILEY RICHEY had been in an infant seat.

The highway was partially closed for about four hours.

OSP Troopers are still investigating the collision. No citations have been issued.

Correction to Van Model Number - Update #3: Double Fatal Traffic Crash - Interstate 84 west of Baker City

(Baker City, Oregon) - Oregon State Police (OSP) troopers are continuing the investigation into Thursday morning's single vehicle double fatal rollover crash on Interstate 84 about five miles west of Baker City. This news release will provide updated information regarding seriously injured passengers. No additional details are being eleased because this is an ongoing investigation.

On November 12, 2009 at approximately 5:20 a.m. a 2002 Ford E350 van driven by NICOLE ELAINE BYRD, age 25, from Federal Heights, Colorado was westbound with fifteen (15) passengers on Interstate 84 near milepost 302 after making a brief stop in Baker City. As the van was westbound on icy highway conditions, it drove off the roadway and rolled multiple times coming to rest on its top about 50 yards from the westbound lanes near a bordering frontage road.

Thirteen of the sixteen are believed to have been ejected from the van. All occupants were transported to hospitals in La Grande, Baker City and Boise, Idaho. The majority of injured occupants have been treated and released.

BYRD was transported to St. Elizabeth Health Services hospital in Baker City and she was released following treatment.

Two passengers, JOSHUA JOHN PISCHURA, age 20, from Geneva, Ohio and TAUNE NICOLE WINTER PEPPER, age 23, from Deer Trail, Colorado died as a result of injuries sustained in the crash.

Five passengers identified below are still in the Intensive Care Unit at Saint Alphonsus Regional Medical Center in Boise, Idaho:

CHRISTINE SANDRA AKI, age 18, from Golden, Colorado
PHILLIP JOEL HARRIS, age 24, from Attalla, Alabama
KATHERINE ELIZABETH DARLENE PISCHURA, age 18, from Geneva, Ohio
WILLIAM CHRIS RODGERS, age 22, from Lakewood, Colorado

Update #3: Double Fatal Traffic Crash - Interstate 84 west of Baker City

(Baker City, Oregon) - Oregon State Police (OSP) troopers are continuing the investigation into Thursday morning's single vehicle double fatal rollover crash on Interstate 84 about five miles west of Baker City. This news release will provide updated information regarding seriously injured passengers. No additional details are being eleased because this is an ongoing investigation.

On November 12, 2009 at approximately 5:20 a.m. a 2002 Ford F-350 van driven by NICOLE ELAINE BYRD, age 25, from Federal Heights, Colorado was westbound with fifteen (15) passengers on Interstate 84 near milepost 302 after making a brief stop in Baker City. As the van was westbound on icy highway conditions, it drove off the roadway and rolled multiple times coming to rest on its top about 50 yards from the westbound lanes near a bordering frontage road.

Thirteen of the sixteen are believed to have been ejected from the van. All occupants were transported to hospitals in La Grande, Baker City and Boise, Idaho. The majority of injured occupants have been treated and released.

BYRD was transported to St. Elizabeth Health Services hospital in Baker City and she was released following treatment.

Two passengers, JOSHUA JOHN PISCHURA, age 20, from Geneva, Ohio and TAUNE NICOLE WINTER PEPPER, age 23, from Deer Trail, Colorado died as a result of injuries sustained in the crash.

Five passengers identified below are still in the Intensive Care Unit at Saint Alphonsus Regional Medical Center in Boise, Idaho:

Graduating OSP Springfield Recruit Trooper Receives Oustanding Student Award from DPSST

An Oregon State Police (OSP) recruit trooper assigned at the Springfield Area Command office received an award today as the outstanding student of the graduating Basic Police training class as he joined 39 other graduating police recruits representing state, county, and city public safety agencies in Oregon. The graduation marked the conclusion of 16 weeks of integrated basic police training from the Department of Public Safety Standards and Training (DPSST) in Salem which provides statutorily-required training.

Two OSP recruit troopers, 31 city police, and 7 county sheriff recruit officers made up the graduating Basic Police Class No. 315. During today's 11:00 a.m. ceremony, OSP Recruit Trooper MICHAEL BERLAND, age 33, was presented the "Victor G. Atiyeh Award" named in honor of the former distinguished governor of the state of Oregon, in whose term of office the current academy became a reality. This prestigious award is presented to the outstanding student of each basic class as selected by their fellow students and the academy staff. The student selected must display exceptional professionalism by demonstrating an exemplary attitude and outstanding achievement in leadership, academics, health & fitness and survival skills.

The other OSP graduate, Recruit Trooper Charles Rohlf, age 25, will be reporting to the OSP La Grande Area Command office.

Oregon general comes "full circle' as he takes command of 1st Air Force

TYNDALL AFB, Fla. - An Oregon Air National Guard general assumed command of Headquarters, 1st Air Force, Air Forces Northern, during a morning ceremony at Tyndall, AFB, Fla., Nov. 12.

Maj. Gen. Garry C. Dean of the Oregon Air National Guard, assumed command from Maj. Gen. Henry C. Morrow.

The ceremony was attended by Maj. Gen. Raymond F. Rees, The Adjutant General, Oregon National Guard, who led a group of about 20 Oregonians to Tyndall AFB, near Panama City, Fla.

While Dean remains attached to the Oregon Air National Guard, his new assignment as commander of 1st Air Force, AFNORTH leverages command positions he has held within the Oregon National Guard and his ties in the state, Rees said.

"This is a wonderful day for Oregon, and a great day for the U.S. Air Force and our nation," Rees said.

About 500 well-wishers, friends, coworkers and family members filled Hangar #2 at the base. Some of those in the audience included; Gen. Craig McKinley, Director of the National Guard; Maj. Gen. Ernesto Rivera, Chief of Staff for the Mexican Air Force, and Brig. Gen. Andre Viens, Deputy Commander, Continental U.S. NORAD.

Gen. Victor E. Reunart, Commander of North American Aerospace Defense Command/U.S. Northern Command, praised outgoing commander, Maj. Gen. Morrow, for his steadfast leadership and innovative approach to several challenges such as Hurricanes Katrina and Rita, and numerous domestic contingency missions.

"You should be proud of the way you've integrated your mission every day," he said to Morrow. "You are "Mr. Total-Force'."

Renuart then welcomed Dean back to Tyndall AFB.

"We are extremely pleased to have him here with us," Renuart said of Dean.

Reunuart said Dean is a strong and successful leader, and a great follow-on to Morrow.

"(Dean) truly understands the business of sovereign safety," Renuart said.

During Morrow's speech, the outgoing commander highlighted the many accomplishments under his command. He thanked the airmen before him for meeting the many challenges over the course of his tenure.

"We have kept our nation's skies and shores safe from attack," he said.

"Command is always a privilege and an honor," Morrow added.

Dean then thanked Morrow for his hard work and dedicated leadership. He also expressed his gratitude to the many airmen in attendance. He joked that he had nothing to do with tropical storm Ida, which hit the region only two days prior.

He also thanked Rees for his mentorship and guidance.

"Command is a team sport," Dean said, as he smiled at Rees.

Dean said his new assignment is a homecoming of sorts. In 2006, he served as the Air National Guard Advisor to the commander of AFNORTH/NORTHCOM.

"I started off as a member of the 1st Air Force team, and now I have the privilege to lead that team," Dean said.

"I will do my utmost to lead this command to new levels of success," he added.

Dean recently completed an assignment as the Deputy Inspector General of the Air Force, in Washington, D.C. Prior to that, he served as the former wing commander of the 142nd Fighter Wing, Oregon Air National Guard, and at the Oregon National Guard's Joint-Force Headquarters, as the State Director of Operations and Assistant Adjutant General for Air.

Oregon Public Health focuses H1N1 influenza vaccine outreach

As the H1N1 influenza outbreak continues in Oregon, the latest local and national data are emerging about how the virus affects certain populations. As a result - and because of the limited amount of vaccine - over the next few weeks the Oregon Public Health Division and county public health departments and tribes will target vaccination education and outreach on the populations that are most at risk for hospitalization and death.

Since Sept. 1, 2009, 1,044 people have been hospitalized in Oregon with influenza-like illness; 34 people have died. In Oregon, five children have died from influenza, four of the children had special needs - two with cerebral palsy. Two Oregon children died outside the hospital.

"Children with special needs must get vaccinated; if they get sick, parents should seek care early," says Mel Kohn, M.D., M.P.H., Oregon public health director.

National statistics show that over 90 percent of people hospitalized with H1N1 are within the priority group: pregnant women, children 5 and under, and people aged 5 - 64 with underlying health conditions, such as asthma, diabetes and cardio-pulmonary disease.

"People with underlying health conditions are much more likely to have a severe case of H1N1 influenza that could require hospitalization," says Kohn. "We are asking this high-risk group to please make sure and get vaccinated early in order to protect themselves."

Oregon has so far received about 25 percent of the vaccine allocation necessary to reach all people in the targeted population for vaccine, and more vaccine is coming every day.

"Until we have enough vaccine, getting it to the most vulnerable people is a constant balancing act," says Kathleen O'Leary, Washington County Public Health administrator and chair of the Conference of Local Health Officials.

Public health officials are encouraging vaccine providers to reach out to the populations that are at the highest risk for complications from H1N1 flu, including people of all ages with heart and lung diseases and children with neurodevelopmental diseases. These general classes are emerging as the most important risk factors both nationally and in Oregon. "That's why we are emphasizing today the importance of ensuring that people with chronic conditions get vaccinated," says Kohn.

In Oregon, some of the more common underlying health conditions that make people most at risk for hospitalization and death from H1N1 flu are:
* In children under 18, asthma;
* In adults over 18, asthma, diabetes and pregnancy as well as all cardio-pulmonary diseases;
* Of all the people hospitalized with influenza in the tri-county area (Multnomah, Clackamas and Washington counties) since Sept. 1, 2009, 33 percent have asthma as an underlying condition.
* Many people who have been hospitalized with H1N1 suffer from multiple underlying health conditions.

Suspect Driving Stolen Motorcycle Runs Into Salem Police Patrol Car

A suspect driving a stolen motorcycle with no lights ran a stop sign and collided with the side of a Salem Police unmarked patrol car on the evening of November 12th.

The incident occurred at about 9:45 pm when officer Jessie Rios was on patrol as a Gang Enforcement Officer driving southbound on 17th St SE at Trade St SE. He was driving a Ford Crowne Victoria unmarked patrol vehicle at the time when he suddenly felt something hit the driver's side of his vehicle. He had not seen anything approaching his vehicle from the left side prior to the impact. When he looked behind him he saw a motorcycle and a person lying on the ground. Officer Rios called for medics then pulled his vehicle around in order to block southbound traffic from hitting the motorcycle and the other driver, then he provided assistance until medical personnel arrived.

The investigation revealed that 27-year old Salem resident Michael Jones was driving a stolen motorcycle westbound on Trade St and failed to stop for the stop sign at Trade St and 17th St SE. He collided with the side of Officer Rios' patrol vehicle and sustained non-life threatening injuries to his leg and was transported to Salem Hospital. The motorcycle, a 2006 off road motorcycle, had been reported stolen from a residence on Wishing Lane SE to the Marion County Sheriff's Office on October 11th.

Jones was charged with Driving Under The Influence Of Intoxicants, Driving While Suspended, Reckless Driving, Possession of a Stolen Vehicle and was cited for traffic infractions as well. A mugshot of Jones is attached.
