Eugene, Ore--One of the leading cosmetics retailers in the United States has opened its doors inside Valley River Center Mall.  Sephora is now housed inside of JCPenney. But how did VRC get such a high profile store to come to Eugene?

Valley River Center Mall managers say that had to do with Sephora's corporate partnership with JCPenney, as well as, customer demand.
