Roseburg, Ore. -- The new post 9/11 GI Bill is causing some frustration for local veterans, who say they haven't yet received the payments promised to them. The Department of Veteran's Affairs has approved about 200,000 veterans for educational benefits, but has so far distributed just over 61,000 payments. Many veterans say they've been waiting for weeks for their payments and are worried about not being able to pay their college tuition and fees on time.
