EUGENE, Ore. -- After 14 years and 36 foster children, you could call Sharon Robbins an experienced foster parent. She's currently caring for 7-month-old twins, along with her three children living at home. But, Sharon says, five kids are about all she can handle.
 
But Lane County's foster care system is maxxed out. More children are coming in, but the amount of funding keeps dropping as the state mulls major budget cuts.
